  Hi there, I’m looking to build a website offline and then when complete transfer to an existing domain, is this possible?

  The easiest way to do that on WordPress.com is not to do it “offline”, but to set up a site to be “private” while you build it. Then set it up with whatever custom domain you’d like once it is ready to go, and make it “public” again:
