  I don’t want and will never pay for any upgrades on WordPress. So if you framed me in any of your paid options, please cancel this.

  You have no active upgrades associated with the WordPress.com user account you are posting from. So, assuming you do not have another WordPress.com account that DOES own upgrades, there is nothing you will be charged for.
