  Can I design my site before transfering my current domain?

  Yes. Create a free WordPress.com site. When you’re ready you can upgrade to a paid plan to enable you to transfer or map a domain you already own to that site.

  I have tried. Step 4 of 5 asks “Give your site an address”
  I already have a domain name but I am not ready to change until I have approval for the new WP site. It will not let me move forward without that information. How do I create a new WP site that I can show stakeholders?

  Just type a word or phrase at https://wordpress.com/start/domains Scroll down below the two paid for domains and you’ll see a free option. You may have to continue to experiment with the address before you click “select”, add a word, remove most of the numbers etc, to get a free address you’re happy with.
