  we have a domain name currently. i don’t want to transfer the domain until i build the new site on the back end. can i just choose a generic domain site then change it later?

  Yes. Just choose a free address ending in .wordpress.com (or the new home.blog address). You can always purchase a paid plan at a later date to enable you to map/transfer your domain address to that site.
