  You can register a domain by going to https://wordpress.com/domains/

  Register a Domain Without Creating a Site

  If you want to use the domain here on WordPress.com, you’ll also have to create a WordPress.com site at https://wordpress.com/start/site/, and upgrade that site to a paid plan. If you do this first, the domain will be free for the first year.
