Yes, are you still doing this from Russia? I specifically provided the link to ping it as if from over here. And the problem is persistent for two months at least.

The link you provided me comes up empty. I’m wondering are you having this issue on different browsers as well? I’m currently using Chrome and it loads within a second or two.
Have you tried Firefox? If you are can you try loading your site in a different location? Like a coffeeshop or work office? If you’ve already tried that and it’s still loading slowly, let me know!

Okey, it usually happens from one particular location and always from Chrome. The problem again it’s still persistent and happens at least some of the time and ping links show there’re some issues here. These links should’ve worked for you

If it’s happening from one particular location it’s most likely the ISP. Can you contact your ISP and see if there’s anything going on with them?
Also, please make sure you are using the most recent version of Chrome:

Do you think turning off and on my computer would help as well? :-)
On a more serious note it’s not ISP. All other websites work perfectly fine and quick including wordpress.com. Don’t you think it’s strange that only my blog doesn’t respond.Moreover as I’ve already mentioned I’m not pinging the website from my office. I do it from a third party service that’s in Russia. Here’s the link once again, it’s response and a screen grab.

You can try that. Let me know if it helps. Unfortunately, I haven’t seen anyone else with this issue. It’s strange because I can load your site: 3church.ru within a matter of seconds so I believe it must be something with your setup that’s causing this. I may be wrong, but I’m trying to reproduce this and I’m unable to. Let me know if restarting your computer works.
You also mentioned that it’s only happening on Chrome as well. Can you disable all extensions and see if that helps? If not, try reinstalling the browser.

Why should I try all that? All other websites work fine for me. And this one is loaded visibly slower and sometimes wouldn’t load at all. Which is shown in my attached screens of pings. Are you suggesting this evidence doesn’t exist it all? My point is the website is slow from Russia, that’s where I live, and not from where you live. And I’m seamingly paying for the service of tracing 3church.ru to my blog. What’s wrong with my argument?

I’m not seeing anything that would cause your site to load slower on my end. To load your site it took me 1.56 seconds. So I’m assuming it has to do with your location. I’m hesitant to say that it’s happening all over Russia because I would assume that we would have gotten numerous reports about this. Is your site loading slowly when you go to other locations like a coffee shop or library? Let me know!
