  I am trying to set up a new account. I already own a domain name. Am I to understand that wp wants to charge me to use the domain name I already paid for?

  Yes. If you wish to use a custom domain name you already own with a WordPress.com site then you need to purchase a Personal, Premium or Business plan. With a free plan you can only create a site with a .wordpress.com suffix.

  Thanks for your help. Please indulge me a bit further. After I upgrade to a paid account, it seems I have 2 choices: transfer my domain, or keep the domain with my current registrar but pay an extra $13 to have it mapped to wp. I prefer to keep it where it is but balk at the extra charge to use it on wp. Am I reading this right?

  No, a paid plan includes the cost of mapping one custom domain. The $13 applies if you wish to map an additional custom domain to the same site.
