  I no longer have access to: 15-4.cvma-nc.org.
  It was originally created in Oct 2015 using wordpress. My question is do I need to purchase the domain rights again to use it or how can I access it. Thank you

  That domain was never registered or hosted here, which means it was using the self-hosted WordPress software from https://wordpress.org/ and hosted elsewhere.

  Because WordPress.com and WordPress.org are two entirely separate entities, we cannot access files or data for sites that are hosted elsewhere, so WordPress.com staff can only assist with sites that are hosted on our servers.   You were also not using our backup product https://jetpack.com/upgrade/backup/ so there won’t be anything for us to restore.

  Your best option is to ask your former hosting provider if they still have a backup of your account with them.
