Hi, I would like to design my customers site with wordpress. I need to point the domain from google domains to wordpress & I see there’s an annual fee & through their google domain prompts wordpress is free. What’s the best way for me as the developer to avoid that fee?

We do have a free plan here, but to set a custom domain as your site’s primary domain, you will need a paid plan, any paid plan: https://wordpress.com/support/domains/#set-a-primary-address
As for using a domain you already own with a site here at WordPress.com, we have two options:
Domain Connection allows you to keep the domain registered with your current domain registrar and direct it to your WordPress.com site: https://wordpress.com/support/domains/connect-existing-domain/
A transfer would allow to manage both your site and domain from the same place: https://wordpress.com/support/move-domain/incoming-domain-transfer/
