Domain problem

Hi,
I want to create website at this domain – http://www.zelena.wordpress.com. But I’ve just found out it is already taken. The thing is – that domain is clearly dysfunctional and abandoned. There is only one article, back from 2006.Ist there any way anyone can remove, cancell this domain, so I can create new, proper website on this address?

The current admin has ownership over the site indefinitely, even if they never intend to update the site. However, we can contact them and see if they are willing to transfer their blog over to you.
