The issue is that the WordPress.com user account you are posting from is not the owner or admin of the site/upgrade you are trying to access. This typically happens when you’ve ended up with a second WordPress.com user account and that second account is the one that owns the site. You’ll need to log into THAT user account in order to make any changes.

okay, let me understand. The reason why I cancelled the domain was that, after purchase, it was stated that the domain would not even appear to viewers once they land on the site. They would still see theconcernedgirlfriend.wordpress.com. I don’t understand that. I want it to be like my other blog foodiedame.com which is however hosted elsewhere. Can the personal plan which costs $4 monthly help me to achieve this goal? If not, then kindly help me with the manual payment request just for the domain. I will transfer and host elsewhere.

I would like for this website to be search engine optimized so that when keywords related are searched, the website content is suggested by the search engine. This is what brings the audience and it is one of the important reasons why I need the domain. So, what do you think is best? Kindly advice.

They would still see theconcernedgirlfriend.wordpress.com. I don’t understand that.
So, in order to use a custom domain with a WordPress.com site, you need to have the Domain Mapping upgrade (included with all plans). So if you register a domain with us, that domain will redirect visitors to your WordPress.com site, but the URL they see displayed will be theconcernedgirlfriend.wordpress.com.

Absolutely. Once the personal plan is set up, your WordPress.com site will display the theconcernedgirlfriend.com URL to all visitors.
