HI I signed up to wordpress.com but now want to use wordpress.org instead. when I signed up, it said I could get a full refund if the domain was cancelled within 96 hours but now I don’t seem to have received any refund nor be able to get in touch with WP… help Please?

I can process the rest of that refund and offer my apologies for the fact that it wasn’t processed the first time around.
However, can I ask if you intend to use the newfoodieintown.com domain with your new site? If so, you might consider leaving it registered here and and then use these instructions to point it to your new site:

Down the road, you can also explore transferring your domain registration away from WordPress.com and to a new registrar if you wish:
https://wordpress.com/support/move-domain/transfer-domain-registration/
The advantage of this is that you will not have to wait for the domain to be canceled and released into the pool of available domain names again (though this shouldn’t take more than a week from the date of cancellation). It also make sure that you won’t lose control of that domain because someone else registered it.

No problem, Giovanna. I have refunded the remaining $18.
Refunds usually take 5-10 business days to appear on your statement, but some banks outside of the United States may require more time to process the refund.
In some cases, you will not see a separate refund listed on your statement, but the original charge will be removed instead.
