I’m rebuilding my uncle’s website for his construction company and he wants a fresh new look to the site. He already has a domain and a fully functioning website. Should I build a my website with a random domain and transfer later? What should I do?

You can use a free .wordpress.com to build the site and when you’re done, transfer the domain and launch the site.

Do you know if all the SEO from the first website will merge over to the new one when I transfer the domain?

SEO doesn’t transfer. SEO refers to settings and optimizations made on a site to make the content discoverable to search engines. Moving your domain to another site/host does not move any settings from the site itself, it only moves the domain. The new site you move to will need to have its own SEO configured – if you move to WordPress.com we handle that configuration for you:
If you’re asking about the site’s search ranking and indexing with Google and other search engines, that depends. If the new site will still contain the same content, and that content will still exist at the same URLs as they did on the old site, in other words, if you’ll be using the same permalink structure, then impact on the site’s search traffic should be minimal and any impact would be temporary.
But that’s the most specific I can get without knowing what site you’ll be moving from and exactly what you plan to change.
