  I have a domain transfer from godaddy. My transaction says declined when I try to pay in the wordpress cart. Funds are available on my cards.

  Sometimes your bank may block the transaction, even if your card works for other purchases. Please contact your bank to confirm that they are not blocking transactions from WordPress.com. Also, make sure that your card is valid for online and international transactions.
