  if i alreayd bought a 2.99 USD account to connect my domain like ‘example.com’ , if i build a sub-domain under’example.com’, like ‘ib.example.com’, do i need to pay another 2.99USD ? or no need ?

  You would need to set up Domain Mapping for that additional URL. But it would only be an additional $13/yr since you have a WordPress.com Plan already.
