  Which would be the best hosting plan to launch an e-Portfolio where I can add links to my personal websites? Those are non-living websites, just documents in HTML, CSS, Js, etc. Thank you!

  You can link to other places with a free site on WordPress.com. There’s no requirement to upgrade unless you need to use a custom domain.
