Edit Post/Edit Page Toolbar does not show up in full

    The edit toolbar with bold, center, headings etc does not show up properly when I go to edit a post or page. It also does not give a Text or HTML tab option. I have tried deactivating my plugins as well as activating a new theme. The only buttons I have are bold, italics, links and coding options.
