'edit toolbar icons' when editing (Using Visual option)

  when you edit a post or page. I have 2 x lines or ‘icon toolbars’. my friend only has 1 line… So he cannot change the colour of text, as an example. How does he get 2 x lines like me… I have a screenshot, if this explanation is confusing..

  Has he tried clicking the three dots “Toggle Advanced” ??
