Editing Page Templates

How do I edit the xHTML frames of my page templates? I want to add a simple Google Adsense HTML snippet into my templates and instructions on how to do so seem to all point to options I don’t have available such as the ‘widgets’ option on the admin page and the ‘Editor’ option under appearance!
The blog I need help with is: (visible only to logged in users)

Hi there,
We have an advertising program called WordAds, which you can read more about here: http://wordads.co/
Advertising outside of WordAds at WordPress.com is not allowed. For full details, please see:
If you require other advertising, you might be interested in a self-hosted (WordPress.org) installation. There are no restrictions on advertising if you setup a self-hosted WordPress.org blog instead of a WordPress.com blog, but there are some added responsibilities. Setting up a self-hosted WordPress.org blog would also allow you to edit the templates used for your site’s theme.
Please see this link to learn about the differences between WordPress.com and WordPress.org:

Thanks, Rachel. Does this apply also if I were to relocate and host with go daddy? Would I be able to use Adsense and edit my templates then?
