  You can’t use third party plugins on the wordpress.com platform unless you upgrade to the Creator Plan.

  But why would you want to use Elementor as it is known for its heavy and sloppy html resulting in compability problems with several browsers and slowing down your site. We advice yout to use our own Block editor which has specially been written for the WordPress.com platform – https://wordpress.com/support/category/content-and-media/blocks/
