  You can’t install Elementor or any other third party plugin on a wordpress.com site unless you upgrade to the Business Plan.

  However you really don’t need Elementor as we have our native Block Editor – https://wordpress.com/support/category/content-and-media/blocks/ – which is specifically focused on our wordpress.com platform and produces lightweight html. Elementor produces very heavy and sloppy html which results in a slow site that’s not allways compatible with every browser.
