  You can’t upload a third party plugin on the wordpress.com platform unless you upgrade to the Buysiness Plan.

  But you don’t need Elementor; it creates very heavy and sloppy html. On the wordpress.com platform we have our own Block Editor which works perfect on our platform, https://wordpress.com/support/category/content-and-media/blocks/
