Employee left and is the only one to have the username and password

An employee created a wordpress site for City Government, volunteering site. He left a couple of years ago but he didn’t leave a username/password for the site. How do we go about reclaiming the wordpress site?

Did the former employee set up the site using a company email address that you can still gain access to? https://en.support.wordpress.com/account-recovery/
If not then you need to track down the person that created the site. -
I believe it would have been set up under his work email: (email visible only to moderators and staff).
