  hi i was thinking of getting the business plan again and there is a theme on envato. do i need to have the business plan to install that theme??

  Yes, you do need either a Business or eCommerce plan to use third-party themes, like those from Envato: https://wordpress.com/support/themes/uploading-setting-up-custom-themes/
