Export/import between 2 blogs when only 1 has the paid custom design -keep both?

When you import an ,xml file does the paid custom design import also? Now that I have successfully imported into my preferred blog, does that mean the paid Custom Design feature transfers as well? I would prefer to only maintain one blog but do not want to purchase Custom Design again for a blog that will never be published. Is it never possible to transfer that purchase if you want to delete a blog?

Custom Design is per-blog only. It does not import.
If you’re still within 30 days, you can request a refund for the purchase, then purchase it again on the desired blog.
