exporting users from a wordpress.org site

    Hi guys, I’m moving a client from a wordpress.org site hosted on my own server to you guys here on wordpress.com. Everything moved fine except that they want me to find a way to move their over 3,000 followers/users over to their new wordpress.com site here. Is there any way to do this? I know they would probably be willing to upgrade to the pro version if its necessary to make this possible (besides typing in every single user, by hand, individually). I looked at several plugins to expedite this process before realizing that wordpress.com does not allow plugins etc. Please let me know how this might be possible. Thank you!
