  How do I make it so the comment box and accompanying features shows all the time instead of only when reader clicks on the post title?

  You can’t do that at WordPress.com.

  Be sure your expectations are realistic: I typically get one comment per 700 views.

  My comment rate is around 1 per 3,000 to 4,000+ page views
