I can’t fully make the proposed website because of your plugins, customize theme and other tools are not free. I can’t afford your premium plugins and themes because I’m just a graduating student, I hope you can help me sir to pass this subject.

Hello there, At this time, WordPressdotcom does not have a regular educational discount available https://wordpress.com/pricing/ And in order to upload custom themes and plugins, your site would need the Business plan upgrade.
WordPressdotcom does from time-to-time offer discounts, so if you are not receiving notifications of such, you can do the needful and subscribe in your dashboard’s https://wordpress.com/me/notifications/updates
The other option is to install the free, open source WordPress software on 3rd party hosting. You might find a low-cost web hosting provider for hosting your site and then you would be able to install any of the free or low-cost plugins and themes as you wish.
