  In order to create a WordPress.com account without a site, please visit this link to get started:

  If you are saying that you want to create a free site without paying for a custom domain, please visit:

  http://wordpress.com/free

  Then, as you are typing in the site address of your preference, you should see the first option for the free .wordpress.com subdomain.

  Click that option, then you’ll be able to select the start with a free option at the top.
