    I’m having trouble creating a free blog, without choosing a paid domain. I cannot get past that step.
    Does the free service require credit card?
    Does it require selecting a domain, but that requires a paid plan, so I’m confused.

    Yes you can create a free site with a .wordpress.com suffix without having to input card details.
    At step 2 https://wordpress.com/start/domains “Give your site an address” just type a word and there should be an option for a free site ending in .wordpress.com below the first two options for a paid plan with a .com or .blog extension. You may have to try various combinations of words/numbers whilst on that page to get a free address you’re happy with.
