  Hi there,

  That is not an issue – you can create and develop a site on WordPress.com without a custom domain. You are assigned a .wordpress.com or a .home.blog subdomain whenever you create a site with WordPress.com, so you can just use that as the domain as you build the site and determine whether or not you want to purchase a custom domain down the line.
