free theme

i just joined wordpress and im on the free plan. i’ve downloaded some free themes for wordpress but i can’t find the option to upload it, is that because i need to purchase a plan before i can upload free or premium themes?

The only themes you can use at WordPress.com, on a free or upgraded plan are found here https://theme.wordpress.com/ Any other themes you may have seen are designed for self-hosted sites using the WordPress.org software.
