  I have made a free website.

  I don’t understand that trying to do anything directs me to upgrade.

  I can’t even change the header image. or yoast.

  If I upgrade to personal. do I get the plugins the domain name, hosting? I need at least to get tools and appearance.

  Let me know?

  You can do lots of stuff here but there are naturally limits on what you can achieve for free. The Personal plan will enable you to get a custom domain. The Premium plan lets you edit CSS. The Business plan is required to upload your own theme/plugins.
