  my old site is a free account with plugins available, im trying to start a new site, but plugins are only available for business, is this new or is there a way to get plugins still with free account?

  I guess you are confusing a site using the open source wordpress.org which is different from the wordpress.com platform.
  You can’t install plugins on the wordpress.com platform unless you upgrade to the Business Plan.
