fresh news theme-can't change title and tagline. Please help!

I purchased the fresh news theme. For some reason, when I change the title and tagline from the dashboard, the changes are not showing up on the website. Is there something else I need to do? I’ve not had this problem with any other theme before. I cleared the cache and cookies–not helping.
