If you mean the Genealogy plugin, I’m afraid plugins or themes purchased elsewhere can’t be installed here at WordPress.com. They are designed for self-hosted sites using the WordPress.org software. Before you get too far along with your new WordPress.com site you might like to read this about the two similar-sounding, but differently operating, platforms:-
