Get URL back

  I accidentally created a free site under a different email. I then proceeded to delete the site on that email and create it under the email I had meant to but now I cant get the URL back. Any help? I read the URL recycling post but it seems that with consent, the URL can be recycled. Just dont know who/ how to contact whoever needs to be contacted.
