Getting premium site back

  We recently let the site lapse back to a free account. If I re-upgrade it to business, will that bring everything back (themes, css, etc)?

  Hi there!

  If you re-purchase plan Business, you will be able to restore your site to the latest backup, as explained here:

  https://wordpress.com/support/restore/#restoring-from-a-backup.

  That said, you should be able to get the site to look like before the plan expired.
