The only themes we can use on free hosted WordPress.com blogs are the themes found here http://wordpress.com/themes/
There is no FTP access to free hosted WordPress.com blogs for security reasons and we cannot:
upload any third party themes,
create child themes,
create our own themes,
edit templates,
create own own layouts,
or use stylesheets from other themes.http://en.support.wordpress.com/ftp-access/
http://en.support.wordpress.com/themes/adding-new-themes/There is no upgrade you can purchase that changes that. WordPress.org offers free software that you can install on a web server. You can create themes, upload and install themes and plugins, run ads, and edit the database, etc. Learn about the differences here. http://support.wordpress.com/com-vs-org/
if you have a WordPress.ORG software install and you are posting to the wrong support forum know that WordPress.com and WordPress.org are completely separate, have different log-ins and run different versions of some themes with same names. http://support.wordpress.com/com-vs-org/
If you don’t have a username account at WordPress.ORG click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, so you can post to the support forums there and receive advice from WordPress.ORG bloggers.

Oh ok, sorry, I am a little confused on how wordpress works i think… i have to have a blog first then upload the theme? otherwise i just use the theme and make changes in another program like dreamweaver? i already have a hosted site, i am making changes/upgrades and thought that i could use wordpress to edit and make changes to the theme i purchased… but i am gathering that is not the case :)

You have to have a blog hosted at wordpress.com to use the themes on the dashboard Themes page. No other themes at all can be used on WP.com blogs.
If you want to pay for hosting then you buy hosting, install software from wordpress.ORG, not wordpress.COM, and then you can install third-party themes there.
