Getting Traffic for my blog

Hello,
I am starting a blog. I’ve only posted twice, and I’m trying to become more serious about my blog and make it something I’m proud of. I currently have the free WordPress plan. Can people follow/like/comment on my blog who don’t have a wordpress account? I want to get as many readers as I can. When does it become worth it to upgrade to the personal or premium plan?

People without a WordPress.com account can follow and comment on your site, but the Like feature requires a WordPress.com account to use.
You can make it easier for people without WordPress.com accounts to follow your site by adding a blog subscription widget to your site:

When does it become worth it to upgrade to the personal or premium plan?
That depends on your needs. Most people upgrade to a paid plan primarily to get rid of ads on their site, and to add their own custom domain. So if you feel that’s important, it’s already worth it for you to upgrade.
If you specifically want to monetize your site with advertising which is included in Premium, you’ll need thousands of views a month to make any meaningful income, but beyond that it really just comes down to what additional features each plan offers and whether or not you feel you need that feature for your site.
