Give blog/domain/iupgrade to another user

  I would like another user to take over my blog, rockyparenting.com, and I want to transfer the domain and wordpress upgrade to her before the upgrade renews on June 26th. What can I do to be sure she becomes the administrator of the blog and that the upgrade and domain info appears on her account?
