  Sir, my question is, i want to create a PC related software website, in which we can provide full version PC software, Can I go ahead and approve Google Adsense in this blog?

  You can’t put Google Adsense on a free wordpress;com website. To do so you must upgrade to the Business Plan. On the other you also have WordAds, https://wordpress.com/support/wordads-and-earn/
