Well I started off trying to figure out a name that’ll ring a bell something catchy, then I started going down a long list of .com, .org, .yadayada. Then started thinking why should I have to create one from this list?? Could I just create my own?? -and don’t start taking my ideas and make money off it, my idea was how about ‘.culture’

If I understand your question correctly, we can old register valid TLDs, of which
.cultureis not one.You can find a list of all valid TLDs at https://en.wikipedia.org/wiki/List_of_Internet_top-level_domains
And, a list of those we can register at https://wordpress.com/support/domains/domain-pricing-and-available-tlds/
