  We have an account for Osteria Tulia, login info: (email visible only to moderators and staff). Order #2023 on 12/12 purchased $400 GC in error, we refunded $200 but customer has not seen the refund on their credit card.

  It sounds like you are talking about a webstore and not about purchasing a plan/upgrade from WordPress.com.

  We cannot assist with refunds for purchases made elsewhere. I would encourage you to contact your banking provider.
