  I am from India and hold an Indian Credit Card (International). The form (UI) demands a mandatory Postal Code and only accepts US postal codes. if I enter a genuine Indian Postal Code, It declines the transaction and throws an error. Only after entering a random US postal code, I was able complete the transaction successfully. I had to try 5-6 time to get it to work. Hope, it will be a better experience next time.
