Has WordPress blocked IP-addresses of the form 85.76.X.Y ?

My Internet services provider gives me mobile connection IP-addresses of the form 85.76.X.Y like e.g. 85.76.43.181. Earlier I have had no problems accessing my blog via these but now for almost a week I have not even been able to access the WP login page since Firefox only gives responses of the following form:

However, I found that via Tor I can access all the WP pages I wish. (That’s how I get this question posted.) So, the question in the title.

If you can gain access via a Tor browser, but not a Firefox browser, then the problem is with Firefox browser, not WordPress.com. WP.com isn’t blocking your IP address.
Have you tried clearing the browser cache, resetting the browser, or updating the browser? If neither of these work, then you might need to change a setting on the browser. At Tools > Options > Privacy > History, for example, test settings which allow third-party cookies to be accepted to see if this resolvess the issue.
Add-ons can sometimes block access to websites. See if disabling any or all of your add-on resolves the issue.

Having made some experiments, it begins to seem that the problem is caused by some update in my old version of F-Secure’s Internet security protection since I can access WP via my other computers using the same Internet connection but different security protections. Although I am not yet sure, it has now become clear that the cause is on my side, not WP’s. Thanks anyway for the suggestions.
