Header- add links- CSS

  Hi,
  I’m using word press.com and has the right to customize with CSS. I’m using the Oxygen them.
  I would like to translate my blog in English and would like to add the the uk flag which will link to a new blog all in English
  My issue is I don’t know how to do, if feasible, if I want to put thisnlink with a very small picture in jpeg in the header of the theme…
  In the top left corner of my website I have the title “Diane Publicite” and I want to put this link in the header but in the top right corner…
  Is it possible to do it via CSS?
  If so, can someone write me the code to handle it?

  I tried coding in CSS with something like
  .position{position:absolute; top:20px; right:20px;} and it does not work?
  can someone have any hint? pls…
