  I uploaded my own png image to the header image on 99fy theme but is not preview showing, do I omitting something?

  This is the WordPress.com support forum where volunteers and staff assist with sites such as the empty https://rpcissan.wordpress.com/
  Perhaps you could share the address if you have another site here on WordPress.com using the Business plan (in which case you would be eligible for livechat support).
  However if your unnamed site is hosted elsewhere and using the WordPress.org software then you need to seek assistance at: https://wordpress.org/support/ There may be a forum there just for your theme.
