  You can’t install third party plugins on the wordpress.com unless you upgrade to the Business Plan.

  Third-party plugins are not allowed on free WordPress.com sites. We do have some built-in plugins that are available on various paid plans. Check out the list here: https://wordpress.com/support/plugins/
