  I am trying to build e personal portfolio website, I think the wordpress theme upload feature is broken, I have tried from different browser, different operating systems, nothing seems to be working. Please can you help ?

  You can’t upload a theme on the wordpress.com platform unless you upgrade to the Creator Plan.
